  I have one that blows air in from the next room which has an open window.

  Depends I think (that is, if you care about cooling down the room too) If it's closer to the floor, it will be moving colder air, so you may want to point it inwards Closer to the ceiling and you'll be moving warmer air, so you want it to go out
