Absolutely. That's standard Uber policy.
Uber (and I suspect Lyft too) has the business model whereby they soak the investors and the not-so-accounting-savvy drivers for as much cash as possible and then the administration officers laugh all the way to the bank with their high wages and bonuses.
Uber's business model is designed to never make a profit. If they do happen to make a profit it means they miscalculated the level of company officers' bonuses that year.
