E.123 is for printing and general purpose use (as in use in URLS: https://datatracker.ietf.org/doc/html/rfc2806#section-2.2 https://datatracker.ietf.org/doc/html/rfc2806#section-2.2).
While the E.164 is (primarily) for storage and processing.
