Maybe, but I think the minimum code standards are in general too low. e.g. I bought a house 2 years ago where they'd replaced all the windows with double pane windows prior to selling. I'd have happily paid the marginal difference to get top-end windows, but now that I've got all new code-compliant windows, it doesn't make sense for me to upgrade them again for at least another decade.
