In this particular case they did not do the R&D and build the systems. They are just receiving the access because it is perceived to be a cheaper way to do business.
Supporting citizens first is not a nationalist sensibility I'd be ashamed to have, because a nation without laws and the rule of law and protections for citizens is not a nation.
