Equally, it highlights the dilemma of wanting things to be very open, with no restrictions, but actually with an understanding that some ways of use are not appropriate. It's like with democracy and autocratic populists. Part of the deal with democracy is that anyone can run, even people who want to dismantle the system. But that in turn is bad for the democracy too.
