I believe they are talking more about the hardware abstraction layer, IIRC Android in recent years adopted a more stable interface for hardware drivers. To my understand in Linux most drivers are codeveloped with the kernel as it does not have a stable interface for drivers (one might say that it is a pro as it discourages proprietary drivers)
