I think it's about managers of managers who perform no real work beyond listening to status reports about Actual Work and giving instructions to managers who then give instructions to people who do Actual Work, and those top level folks feeling like they have few levers to make the Actual Work better or faster, but this RTO feels like a big easy lever to pull.

The city in modern time is just an intensive farm of humans, where people do not own much and in future will not own anything, the WEF/2030 prediction from the 2016. If you live in a city you participate in a mechanism not different than digging a hole today, filling it tomorrow and dig it again the day after in a loop, you might own an apartment, but not the entire building so your possession is limited being tied to the whole building, if you work in an office there are many chances you'll eat ready-made food and pay some collective transport fees (metro, buses etc) to commute, you are much on the go, so you are likely a cloud+mobile user, so other subscription, you are living probably on modern laptop, who tend to have a far shorter useful life than an assembled desktop as well, you'll likely spend more in dresses and shoes because appearance matter much more and so on. Essentially you are a catalyst of job who are real jobs, demand even hard work to be done every day, but from a whole society point of view are ultimately useless. If you WFH in a single-family home you are likely much more interesting in cloud+mobile, you do not waste gazillion of packages for ready-made food, you do not buy most "tech" gadgets from smart watches to AI-Pin, instead you likely buy foods in quantity and store it at home, you are likely go in nature instead of paying a gym and so on, a gazillion of jobs simply disappear because they have no interest when you live in a spread area. Also, you have slack, you likely own your house instead of rent an apartment, you can access all jobs at least in you nation (for fiscal reasons being globally is a bit more complicated), and being few around even if you do not WFH you still get some work, practical unemployment is less present in large spread areas than in dense cities. You are more free, less easy to be get by economical blackmails. You are more an entrepreneur than an employee. hybrid work is a way to keep us in cities, so keeping most people slaves, saving the gig economy and surveillance capitalism and so on, because yes you work from home a bit, but you still need to be around the office, you are likely in an apartment, still need nice clothes, mobile so cloud and so on. A kind of "gift" to keep people in the city machine.
