Business build very efficient constructs for turning labour into capital. But, this means they're not very resilient. That is, instead of investing in alternatives now, while the problem is becoming more obvious, many continue with business as usual. Taking reasonable steps to safeguard production costs money after all. I'm not sure what this phenomena is called. Where it becomes obvious to many people that things will need to change to address some future issue, but few if any do, because things are fine "for now". Things like apathy toward climate change seem similar to this.
