It would seem to me from perusing the spec that they are simply taking a video, doing a 1D DCT on the time axis and amplifying a "frame" in the result corresponding to the desired period. Hopefully someone can correct me if there's more to it. I'd like to get at one of their sample videos before filtering because it would be pretty easy to toss together a workalike based on the above.
