Many taller buildings don't have a way for you to step outside in an outfit to see if it works for the weather. Or to step outside for a few minutes to try to manually gauge the temperature with our squishy body thermometers. If you know the temperature, you don't need to do this exercise at all, you simply know based on experience, and it's more accurate, too. A few degrees difference can mean different clothes, different materials, different layering, etc.
