US traffic engineers can't be trusted on anything about safety. If they designed roads to make speeding as easy as possible and to kill as many pedestrians as possible, it would look no different from what they do today. Speeding/speeds would be reduced if they simply designed roads to be harder to drive above the speed limit on, like being narrower and less straight. They don't do this.
