It's really interesting that the original author compares it to Lua. I've never heard that comparison, but I've been recently considering building a similar build system. Mimicking starlark files would be easy: all you would have to do is use Lua's load[1] method with a highly constraint environment and you would have the deterministic environment that starlark has (you would have to inject deterministic iteration functions and importing/etc obviously).
