This appears to be a report based on looking at all posts that have been removed for any reason and complaining that of the vast majority, the law did not compel their removal - and therefore the law is too harsh? There's a bit of handwaving about how the law is chilling free speech by encouraging companies to remove it too aggressively, but I don't think it's very convincing.
