I am very glad I don't live somewhere where AC is needed for survival. I do think that AC is a bad solution, home's should be designed with small windows, thick walls, tiled floors, insulated roofs that provide overhanging shade and so on.

Small windows are one option. Multiple panes of glass with air gaps inbetween so there is insulation are another option. I hope that regulators will look to R-value equivalents and not to how they think those R-values should be achieved. I am curious, what does tile floor do to help insulate a home? I would have expected carpet to insulate better.
