Does anyone know where I can buy this or a similar highly transparent but diffusing material?

Search for "window privacy film" on Amazon or Ebay. Its a thin plastic static cling film you can put on glass that mimics frosted bathroom windows.

That doesn't really meet the needs of my particular application. I want to let as much light through as possible, just scatter it a bit, but that privacy film stuff reflects quite a lot of light.

There are tons of different kinds of privacy film so there might be one that works for you.
