Saw an article on Hungary that gave numbers that indicated paying families to have more children was working. Then I went their last summer and saw more baby strollers walking around Budapest than I'd ever seen in my life. My experiences may be anecdotal but I was in a number of other European cities on that trip and didn't see the same large amount of strollers.
