flat tax sounds nice but weighs heaviest on lower income for given revenue, but their progressive tax changes still seem pretty low

  Doesn't sound high indeed, but you have to take into account what you get for your tax money. A low rate sounds good, but if you then have to spend a fortune on healthcare and education, while those are (nearly) free in most places with a high rate. Then for most of the middle class the low rate system is actually more expensive.

    Both healthcare and education are free in Russia. Healthcare needs improving but education is second to none. Globally.
