I think, Google can't do this as they just have the password hashed and not in clear text. One can't calculate the clear text password out of hash so easily.
And what would be the aim? To use any of the passwords to get into any of your accounts? - use Browsers Passwort storage for that.

Using memory is a relative deal, there are many websites from HN to IG you cant keep them all same or based on a similar pattern, and remembering password even after months is a mess. 2. Password manager is good but it won't do for old saved password, and what if many folks are facing the same problem? 3. Password is hashed but if owner is same can be shared right? 4. Browsers password storage again could be a good deal, can take a dump of all password and use it. But suggesting it even to 400 folks is a mess.

It seldomly doesn't work out and then I have three trials to try the proper one. I don't have such problems with brain memory :) But yes, the only password manager I use is the browsers one. Nevertheless, if goog would enable account linking, I think it would be security nightmare. As, then just one password is needed to access all accounts. (If I understood your intention properly) Edit: Google even do advertising the secure password generator and manager of Google Chrome on TV adverts. So, there's a solution for the non technical ones
