The Google Play Service is checking on your location every 30 minutes anyway w/o you having the option to turn that off. They use it to see if there are traffic jams and stuff. So your location is __ALWAYS__ monitored if you want it or not.
And you cannot prevent that from happening because the service is sitting on top of the GPS device providing location services for all other applications. The only way to stop this from happening is to deactivate the google services but then your phone becomes a useless brick that makes every app you open cry about the missing Google services and how it won't work w/o them.
My guess is it's just another ploy to put the Google service on top of the bluetooth device and make it sit there 24/7 w/o the user being able to disable it w/o disabling the service itself.
Just Google being evil as usual.
