Yep. I missed that. In which case he needs to just go to his boss and say "this thing you got me doesn't work for me". End of story. Been there, done that a few times. Never really felt the need to publish the fact on the internet. Generally though, at least with my employer, my boss asks me to "spec out what you want and we'll work with the budget". So it'd still be on me...
