Who writes the list? Can their definition of dual use be relied upon to not be self serving? Given the people in question are the ones with a vested interest in stamping out as much life as possible, I find it difficult to believe that this is even a tenable stop point for cognitive processing for anyone but someone who couldn't be bothered one way or the other.
