Does this simply mean that it is illegal to transact with foreign entities associated with these identifiers? Or does it mean something more? Or nothing at all?
- salawat 2y agoAnything on that list is disallowed as an actor in any transaction save for making a deposit in a regulated institution (thereby freezing the asset). Osama bin Laden may put money into the U.S. financial system, but it may not move any further after that point.
