I think the answer is you don't. People are really stupid creatures who prefer to hire not based on what's best but what they feel comfortable with. This results in 95%+ of people being hired not for what is best for them but of circumstance and of well, luck. Think about it. How many well qualified resumes out there were discarded because the hiring manager was angry their football team lost yesterday? How many were lost during the office party? Probably more then we want to know.
