Education system is one key. Setting up quality of life is another. If you were between 22 and 35, and you liked outdoor activities, music, cultural events, beer and cannabis, where in Michigan would you set up? I'd guess Ann Arbor or nearby but I have little experience around there. SF, Boston, Seattle, NYC and DC have hub airports, making it easy to connect to the world, so they are relatively cosmopolitan. Tech has been moving on line, good people are all over the place.
