I feel like I’m imagining it at this point, but didn’t both Apple and Google come out and directly say they were doing it? The distinction was “recording”. No one admitted to recording, but they did say that they did voice to text (on-device) then sold the interesting keywords. Since even a complete transcription is technically metadata it falls under the very large umbrella and gets to be hand-waved.
