This gives member states a bit of extra freedom - some implement the laws in stricter or looser manner than the european parlament may have intended.
Some countries even refuse to implement them, as the Swedish goverment did with the Data Retention Directive (http://en.wikipedia.org/wiki/Data_Retention_Directive http://en.wikipedia.org/wiki/Data_Retention_Directive). See
