I'd take a compromise and go back to '99. Sure, we had punch-the-monkey ads but social networks had barely become a thing, it was all blogs and forums for the most part. Plenty of reasons to go outside without filming the endeavor, people were ok with not being able to reach you every minute. But I was also 16 in the late 90s so you probably have something there.

Whenever a man talks about the ideal time for __________, you can have a very high level of certainty that he was ~16-22 years old during that time period. It's roughly 8-10% of his life, but it'll be correct about 90% of the time.
