I was looking over some data from a similar article and I found it striking how many of these new business application increases were in the South, Mid-Atlantic, and Mid-West states, rather than the West or Northeast. (At least for 2020 vs 2019.) One interpretation could be that these were places where stay at home orders were for “un-Zoomable” jobs (retail, manufacturing, machinists, construction, services), and thus workers were taking the plunge on entrepreneurship to create their own work.
