The article doesn't state the exact number of tests skipped or falsified, but the headline is misleading. It isn't 787 tests, it is tests on 787 model aircraft.

  I think it's perfectly fine to assume some amount background knowledge. I mean which person who has heard about the recent boeing issues would assume that 787 refers to the amount of tests and not the model number of the aircraft?

From what I read, this is mostly lower level people ignoring regulations but managers immediately reported to execs who reported to FAA. I guess there are a lot of issues with that factory?
