I used to work for a company producing E-Learning software, and also content. The customers were never people who wanted to learn something, but companies who wanted their employees to learn something, and often companies who had to comply by government mandates about making sure their employees were aware of some things, like money laundering laws for instance. In my observation the companies were not really interested in teaching their employees how to prevent money-laundering, but how to prove to the government that they (the bank etc.) were making a serous effort to combat it by training their employees.
