Personal take: G+'s circle system has significant downsides as far as following people goes, because you can build a significant audience on G+ … and have no idea where it's coming from. I have 16k followers, most gained in the past few months, but I haven't updated regularly since January. There's no way to track this, either. That to me suggests weaknesses in the circle system. So, when I read Scoble's comments about having more followers on G+ than anywhere else, I believe it … and I also believe more than half of them aren't regularly using G+, either.
