Sounds like an arbitrary top-down marketing requirement limitation. Who cares if their iPad is 1mm thinner? Dave Jones did some quick calculations and if the iPad was 1mm thicker, the battery capacity would be at least 50% more! And if it was 2mm ticker, the camera lenses would be flush with the back instead of sticking out.
