Ask HN: What do you want in an ideal VPN?

Every time I see a story about a VPN, there's a lot of complaints and demands about privacy, security, etc. I'm curious, what would the ideal VPN be? Would they be based in a particular country (or does that even matter)? How would they provide the transparency of operations without compromising the business itself?
