The people I would expect to complain about this are landlords that buy water heaters while their renters pay the electricity bill to run it.
I lived in an old apartment once where I offered to buy a smart thermostat that would have paid for itself in less than a year. The landlord still refused. I think the mismatch in economic incentives for energy efficiency between landlords and renters is a huge problem that prevents a lot of no-brainer upgrades from being done.
