  I don't see how rescheduling to a less-restrictive category is a mandate to change the existing enforcement policy to a more restrictive one.

    Appears it clarifies the governments position that it be treated 'like ketamine' and any other schedule 3 drug. Maybe recreational ketamine and codeine will be a thing?
