no there are laws in place on the sale of products, and also regulations on permitted application methods. Environmental reforms from the 1970s increased oversight.
However, generally the burden to "prove harmful" is on the regulating authority.. Testing of chemical products is required, but a motivated chemical product supplier can meet the requirements and sell in many cases.
