In Roger's case, it seems that there were multiple tax preparers unsure exactly whether he as a person, or one of his corporate entities, owned the alleged unpaid bitcoin gains. He's a rather polar figure in the 2017 BCH/BTC hard-fork... but ultimately it seems like he wasn't willing to pay the tax man, allegedly.
