Chattanooga provides affordable municipal broadband with some of the fastest speeds in the nation. I wonder if they or anyone else provides a kind of ready-to-go kit for other municipalities who want to copy the best practices. And maybe municipalities could affiliate with one another and do a joint venture to gain economies of scale. Doing a federal level handout to major telcos seems like a very corporatist model that is likely wasteful and underwhelming. The same $6 billion spent by municipalities would likely go a lot further, and would likely be much more sustainable than a system where big companies hold the internet access of poor people hostage in order to receive multi-billion dollar contracts.
