His whole approch seem to be 'this more complex then apollo' and therefore bad. He spent a lot of time going after SpaceX but spent almost non going after the real problem with the moon program. The incredible expensive lagecy technology forced by congrsss that is dragging the whole programs potential down. So I think in totalility message is really just reinforcing the Johnson center ultra conservative 'money is irrelevant' approch to engineering.
