Yes, the flat fee per bounty approach was what I had in mind, since the whole idea is to run away from the current fluctuating paid ad costs. I believe having the bounty amount being visible for all bounties allows for transpancy and encourages participation from creators, where they get to pick and choose bounties that align more with them.
Regarding startups not knowing what to offer as a budget, that is a valid concern and definitely something worth considering. I initially thought leaving it up to them to decide was the best approach so it does not seem like we want them to pour large amount of investments into the service. However, I get why something like that would be helpful, It would eliminate the guess work on their side and make the service more intuitive.
