France does not keep build nuclear generators close to the german border. Electricity trade between France and Germany was pretty balanced in 2023. For example, Germany imported more from Denmark, which does not have nuclear plants.
I do not think that there is USSR-sponsored propaganda against nuclear power in western nation. In fact, Russia earns a lot of money by exporting nuclear fuel and Rosatom is one of the few companies not embargoed.
