Sedatives, Tazing, pepper spray — these are all attempts to avoid physically injuring the subject more than what's absolutely necessary to stop them from doing whatever it is that is problematic (e.g. attacking people). Mechanisms for subduing combative individuals currently range from bad to worse in terms of risk to the subject (and sometimes to officers, because if they don't "work" then often the fight is on). It's a terrible situation and unfortunately there aren't any obvious solutions.
