The House of Representatives in Congress is a proportional representation of the States according to their population….
The House of Representatives is not proportional representation. The one Representative from North Dakota represents far fewer people than a Representative from California. Proportional representation ended in the 1920s. Congress has not authorized more representatives in 100 years.
EDIT: To have mosty proportional representation the number of Representatives should be (population of U.S.)/(population of least populous state).
Secession is not permitted by (more accurately it's not written in) the Constitution.
Obviously. And yet there are numerous instances throughout history of regions of a country breaking away. Things change over time and it could come to pass where California wants to go it alone. Such an act does not have to lead to a civil war. The break up of Czechoslovakia demonstrates this possibility.
The Federal government represents the States..
Obviously. Equally obvious is that if the people of those states don’t feel their voices are heard then over time they may wish to secede. There are major power imbalances in the U.S. federal system and I don’t believe it is long term sustainable. But maybe the U.S. is special and its Constitution is as unchanging as the Word of God and it lasts forever.
I think you lack an understanding of how societies and political structures can change over time. These things are not static.
