Please learn how the US government works before you speak of it in an authoritative manner.
1. The Federal government represents the States, the Peoples thereof are represented by each State. Note terminology such as "Congressional delegation of Pennsylvania".
2. The House of Representatives in Congress is a proportional representation of the States according to their population, with an upper limit of 435 total Representatives in the House and a lower guarantee of 1 Representative per State. The former exists for practical reasons more than anything, and the latter exists to guarantee every State will have a say in the House no matter its population.
3. Secession is not permitted by (more accurately it's not written in) the Constitution. The only demonstration of secession in US history led to the Civil War, so it's reasonable to expect that would happen again if States were to secede again.

The House of Representatives is not proportional representation. The one Representative from North Dakota represents far fewer people than a Representative from California. Proportional representation ended in the 1920s. Congress has not authorized more representatives in 100 years. EDIT: To have mosty proportional representation the number of Representatives should be (population of U.S.)/(population of least populous state). Secession is not permitted by (more accurately it's not written in) the Constitution. Obviously. And yet there are numerous instances throughout history of regions of a country breaking away. Things change over time and it could come to pass where California wants to go it alone. Such an act does not have to lead to a civil war. The break up of Czechoslovakia demonstrates this possibility. The Federal government represents the States.. Obviously. Equally obvious is that if the people of those states don’t feel their voices are heard then over time they may wish to secede. There are major power imbalances in the U.S. federal system and I don’t believe it is long term sustainable. But maybe the U.S. is special and its Constitution is as unchanging as the Word of God and it lasts forever. I think you lack an understanding of how societies and political structures can change over time. These things are not static.

An ironic statement given that you think the U.S. House of Representatives has proportional representation. And you ignored that the U.S. Senate does not have it either. Yes, I know that is by design but it is still true that it’s not proportional representation. This leads to power imbalances. Usually such imbalances cause problems over time.
