In the Netherlands they fight crime with an unaccountable organisation called the RIEC that doesn’t need any evidence to carry out what it calls interventions against even completely innocent people. So if they choose to (as opposed to they suspected something) they can steal from you, have you attacked and more and they just pervert the course of justice to cover it up. Such as informing the police they are not allowed to response to your calls. Forbidding you to send in police reports. I know because it happened to me. Because I lived next to someone that they wanted to fuck up and I complained.
