At least at the hiring committees meetings that I've been at, people who advance that point are told, "so let them get more experience, and they can try again in a year or two". Hiring the untalented can seriously demotivate the rest of the team; no company has the obligation to hire untalented people and hope they get better. As saying goes, "hope is not a strategy".
