I'm surprised to read your description of 15 minute cities. The idea behind them is to make daily neccesities available within 15 minutes of travel by foot, bike or public transport. Not allowing people to drive (cars) out of some designated zone would be kind of silly, since the idea is to make stuff that would be within such a "zone" available without a car.
