If you have enough rich people who can afford to rent / own in cities close to the ocean, most people won't be able to afford the same. There are just too many people who would like to live in Bondi, Manly and similar (speaking about Sydney), so only those with the means will be able to. Either live inland or further out. Disclaimer: lived in a nice suburb, but nowhere close to a beach.
