There's "Startup Nation" by Senor and Singer with a thesis on this. My personal opinion is huge talent density, a just-get-it-done attitude, strong network effects from military service and a small number of universities, and a lot of startup experience across the board - if you're an entrepreneur in Tel Aviv, it's relatively easy to find people who've done it before multiple times, and they'll give you good advice.
